Multilevel decision matrix

In short: each level measures at its own scale and makes its own decision.

Apply all five evaluation lenses to every row, at the bar set by the use case’s review band: quality, capability and readiness, equity and accessibility, governance and risk, and evidence quality. Role-specific work (developers, analysts, advisors) is a variant of the Individual level with local measures.

Note: Organizational alignment does not mean numerical additivity. Local measures may support an institutional narrative without being mathematically aggregable.

Each lens is a gate. A strong result on one does not offset a failed one.
